(AP) ? Moammar Gadhafi's son Seif al-Islam ? the only member of the ousted ruling family to remain at large ? was captured as he traveled with aides in a convoy in Libya's southern desert, Libyan officials said Saturday. Thunderous celebratory gunfire shook the Libyan capital as the news spread.

A spokesman for the Libyan fighters who captured him said Seif al-Islam was detained about 30 miles (50 kilometers) west of the town of Obari with two aides as he was trying to flee to neighboring Niger, but the country's acting justice minister later said the convoy's destination was not confirmed.

The International Criminal Court had charged Gadhafi, Seif al-Islam and Libya's former intelligence chief Abdullah al-Senoussi with crimes against humanity for the brutal crackdown on dissent as the uprising against the regime began in mid-February and escalated into a civil war. Seif al-Islam's capture leaves only al-Senoussi at large.

Libyan TV posted a photo purportedly of Seif al-Islam in custody. He is sitting by a bed and holding up three bandaged fingers as a guard looks on.

Mohammed al-Alagi, the National Transitional Council's justice minister, told The Associated Press that Seif al-Islam was detained deep in Libya's desert Friday night by revolutionary forces from the mountain town of Zintan who had been tracking him for days.

Seif al-Islam was being held in Zintan but would be transported to Tripoli soon, according to al-Alagi.

A spokesman for the Zintan brigades, Bashir al-Tlayeb, who first announced the capture at a press conference in Tripoli, said the NTC, which took over governing the country after Gadhafi was ousted, would decide where Seif al-Islam would be tried.

He also said that there was still no information about al-Senoussi's whereabouts.

Seif al-Islam Gadhafi, at 39 the oldest of seven children of Moammar and Safiya Gadhafi, had long drawn Western favor in by touting himself as a liberalizing reformer in the autocratic regime but then staunchly backed his father in his brutal crackdown on rebels in the regime's final days.

He had gone underground after Tripoli fell to revolutionary forces and issued audio recordings to try to rally support for his father.

The International Criminal Court had earlier said that it was in indirect negotiations with a son of the late Libyan leader Moammar Gadhafi about his possible surrender for trial.

Mindful of past arrest claims that proved false, an ICC spokesman said the court was waiting for proof that Seif al-Islam had been captured but stressed Libya has a legal obligation to cooperate with the international arrest warrant.

"First we have to verify if it really is him and that he's actually been arrested this time," the spokesman, Fadi El Abdallah, said. "If they decide they want to try the suspect in Libya instead of at the ICC, there's a necessary process."

He said the Libyans could formally request that the case be transferred, then ICC judges would make a decision.

"The main criteria is that he generally be prosecuted for the same crimes," the spokesman said. "For us there's an obligation, a legal obligation under international law, for the national government to cooperate with the ICC."

Old drugs find new target for treating brain tumor

ScienceDaily (Nov. 18, 2011) ? Scientists at the University of California, San Diego School of Medicine and UC San Diego Moores Cancer Center, in collaboration with colleagues in Boston and South Korea, say they have identified a novel gene mutation that causes at least one form of glioblastoma (GBM), the most common type of malignant brain tumor.

The findings are reported in the online edition of the journal Cancer Research.

Perhaps more importantly, the researchers found that two drugs already being used to treat other forms of cancer effectively prolonged the survival of mice modeling this particular form of GBM. That could be good news for at least some GBM patients. More than 9,000 new cases of the disease are diagnosed each year in the United States and effective treatments are limited. The tumors are aggressive and resistant to current therapies, such as surgery, radiation and chemotherapy. The median survival rate for newly diagnosed GBM patients is just 14 months.

Past studies have identified epidermal growth factor receptor (EGFR) as a common genetically altered gene in GBM, though the cause or causes of the alteration is not known. The research team, led by scientists at the Dana-Farber Cancer Institute in Boston, analyzed the GBM genomic database, ultimately identifying and characterizing an exon 27 deletion mutation within the EGFR carboxyl-terminus domain (CTD). An exon is a segment of a DNA or RNA molecule containing information coding for a protein or peptide sequence.

"The deletion mutant seems to possess a novel mechanism for inducing cellular transformation," said Frank Furnari, PhD, associate professor of medicine at the UC San Diego School of Medicine and an associate investigator at the San Diego branch of the Ludwig Institute for Cancer Research.

The study researchers determined that cellular transformation was induced by the previously unknown EGFR CTD deletion mutant, both in vitro and in vivo, and resulted in GBM in the animals. The researchers then turned to testing a pair of approved drugs that target EGFR: a monoclonal antibody called cetuximab and a small molecule inhibitor called erlotinib.

Cetuximab, marketed under the name Erbitux, is currently approved for use in treating metastatic colorectal cancer and squamous cell carcinoma of the head and neck. Erlotinib, marketed under the name Tarceva, is used to treat lung and pancreatic cancers.

Both drugs were found to effectively impair the tumor-forming abilities of oncogenic EGFR CTD deletion mutants. Cetuximab, in particular, prolonged survival of mice with the deletion mutants when compared to untreated control mice.

However, neither cetuximab nor erlotinib is an unabashed success story. The drugs work by binding to sites on the EGFR protein and inhibiting activation, but they are not effective in all cancer patients and produce some adverse side effects, such as rashes and diarrhea.

But Santosh Kesari, MD, PhD, Director of Neuro-Oncology at UC San Diego Moores Cancer Center and the UCSD Department of Neurosciences, and co-corresponding author of the study, said the new study points to a more selective, effective use of the drugs for some patients with GBM.

"In the past when we treated brain cancer patients with these drugs, the response rate was very small," Kesari said. "What we now show is that the tumors with CTD mutations respond best to these EGFR targeted agents. If we knew this beforehand, we might have been able to select patients most likely to respond to these agents. We are now trying to put together a prospective clinical trial to prove this. We would select only patients with these tumor mutations and treat them. This kind of research gets us closer to identifying genetic subtypes, to doing better biomarker-based clinical trials, and to personalizing treatments in brain cancers."

"This is a great example of personalized medicine in action," said Webster Cavenee, PhD, director of the Ludwig Institute at UC San Diego. "UCSD has made a concerted effort in the past few years to develop a first-class brain tumor research and therapy group that includes adult neuro-oncology, neurosurgery, neuropathology and their pediatric equivalents to join with internationally-renowned brain tumor research. This is making UCSD a destination for the very best in brain tumor management."

Japan probes possible Olympus gangster link: source (Reuters)

TOKYO (Reuters) ? A unit from the Tokyo Metropolitan Police Department's organized crime division has joined an investigation into an accounting scam at Japan's disgraced Olympus Corp, a source familiar with the matter said on Friday, in a sign that the scandal could widen.

Olympus, a world leader in diagnostic endoscopes, has admitted hiding losses for decades through improper accounting, but has yet to say how far this concealment went and what writedowns it will now need to take.

The source told Reuters the Tokyo organized crime unit was taking part in the joint investigation, which also involves the watchdog Securities and Exchange Surveillance Commission (SESC) and the Tokyo prosecutors office. But he added it was premature to say whether gangsters were involved.

"I've heard that one unit from the organized crime division has joined," said the source, who could not be identified as he was not authorized to talk to the media. "So they must be collecting information."

The New York Times reported that Japanese officials are investigating an apparent $4.9 billion hole in the accounts of Olympus as well as possible involvement of organized crime.

"Olympus made payouts amounting to many times the losses it sought to hide, and investigators suspect much of the additional money went to crime groups," the newspaper said, citing a memo prepared by investigators.

That memo says authorities want to find out if Olympus worked with crime syndicates to obscure the losses, and paid them huge sums of money for their help, the paper said, noting the memo was circulated at a recent meeting of officials from the SESC, prosecutors and police.

A Tokyo police spokeswoman confirmed that a probe of Olympus was under way, but declined to give details. The Tokyo Prosecutors Office and SESC declined comment, as did Olympus.

Links between companies, "yakuza" gangsters and politicians have a long tradition in Japan. Authorities have been trying to crack down for decades, most recently with laws targeting not only crime syndicates but firms that do business with them.

The New York Times quoted the memo as saying Olympus had paid a total of 481 billion yen ($6.25 billion) through questionable acquisition payments, investments and advisory fees between 2000 and 2009, but only 105 billion yen ($1.36 billion) had been booked in its financial statements.

Tsuyoshi Kikukawa, who quit as company president on October 26, and two others face voluntary questioning by prosecutors as early as this weekend, Kyodo news agency reported.

The company's new president, Shuichi Takayama, has blamed Kikukawa, Vice-President Hisashi Mori and internal auditor Hideo Yamada for the cover-up, and said he would consider criminal complaints against them.

Mori has been fired and Yamada has offered to resign.

FOLLOW THE MONEY

Olympus has admitted to improperly accounting for only part of $1.3 billion in payments linked to mergers and acquisitions going back to 2006, though an independent panel commissioned by the firm to investigate the matter was still trying to get to the bottom of the issue.

A large share of these payments went to obscure Cayman Islands firms, making it difficult to trace the money.

Olympus has said Mori told the company none of the funds involved in the cover-up scheme had gone to "anti-social forces" -- a Japanese euphemism for gangsters -- but the firm was waiting for the independent panel's report, due early next month.

Olympus has lost more than 70 percent of its market value since the scandal broke last month, with major shareholders Nippon Life and Mitsubishi UFJ Financial Group (MUFG) sharply reducing their shareholdings in the company.

Four MUFG units cut their collective Olympus stake to 7.61 percent from 10 percent, a regulatory filing showed on Friday.

Olympus shares closed down more than 16 percent after rallying earlier this week on investor hopes that the company would avoid being delisted.

Delisting would effectively cut Olympus off from equity capital markets, constraining its funding and making it harder for its lenders to keep supporting the firm in its battle to avoid having to sell off its core businesses. It could also damage Japan's reputation among global investors.

Proof that organized crime was involved could force the Tokyo exchange to delist Olympus shares, and would make it hard, if not impossible, for banks to make fresh loans to the firm.

"If a company is found to have problems, like the involvement of anti-social forces, banks are not able to give support," Katsunori Nagayasu, chairman of the Japanese Bankers Association and MUFG president, said on Thursday.

Lawyer Shin Ushijima, a former prosecutor, said that, at first glance, organized crime involvement appeared unlikely, but could not be ruled out, if gangsters had got wind of the loss cover-ups and sought payments to stay silent.

"I don't think it's likely, but we cannot deny it (the possibility)," he said. "If the yakuza got some information, it means that someone spoke about it and that is very unlikely."

Other experts say gangsters often begin by blackmailing an executive or company over one scandal, and then push for more money to keep that original payoff a secret.

(AP) ? Consumer inflation may have peaked after surging in the spring.

Americans paid less for gas, cars and computers last month as overall prices fell for the first time since June. The trend could give the Federal Reserve more leeway to lower long-term interest rates to help the economy without igniting high inflation.

The Consumer Price Index dropped 0.1 percent in October, the Labor Department said Wednesday. A steep drop in gas prices led the decline. Food prices did rise, but at the slowest pace this year.

Excluding volatile food and energy costs, so-called "core" prices rose 0.1 percent. The cost of renting an apartment ticked up, as did prices for health care products and services.

But new-car prices dropped by the most in nearly two years. Airline fares and hotel costs declined.

A small amount of inflation can be healthy for the economy. It encourages businesses and consumers to spend and invest money sooner rather than later, before inflation erodes its value.

Consumer prices have increased 3.5 percent in the 12 months ending in October. Core prices have risen 2.1 percent in that stretch.

High unemployment, stagnant pay and slow economic growth are likely to keep inflation in check. Without higher pay, consumers can't afford big increases in prices.

Still, Fed policymakers will now likely feel less concerned that further steps to boost the economy might trigger high inflation.

"In the current soft economic environment, inflation is not an issue for policymakers," said Jennifer Lee, an economist at BMO Capital Markets.

Rising oil and other commodity prices pushed consumer prices up earlier this year, though that process has begun to reverse. The average price of gas rose to nearly $4 a gallon ($1.05 a liter) in May. But gas prices dropped a seasonally adjusted 3.1 percent in October.

And the cost of milk, eggs, chicken, and beef rose sharply, a result of higher prices for corn and other grains used as animal feed. Fruit and vegetable prices rose due to winter freezes.

But grain prices have fallen since summer. And fruit and vegetable prices dropped by the most in five years last month.

Slower inflation could boost consumer spending, which accounts for 70 percent of the economy. Retail sales rose 0.5 percent in October. Americans spent more on trucks, electronics and building supplies. That suggests the economy is continuing to grow modestly in the October-December quarter.

Still, consumers might not be able to sustain their spending growth if unemployment remains high and pay raises meager. And Europe may be on the brink of a recession, which could further slow U.S. growth next year.

Federal Reserve policymakers are projecting lower inflation next year. That would give the central bank more latitude to hold down interest rates, and potentially take other steps to stimulate the economy. The Fed has kept the benchmark short-term rate it controls at nearly zero for almost three years. If there were signs that inflation was increasing, the Fed would likely raise rates.

The central bank said two weeks ago that it expects inflation to fall from about 2.8 percent this year to roughly 1.7 percent next year. That's in the Fed's preferred range of about 1.7 percent to 2 percent.

October consumer prices fall, giving Fed more room (Reuters)

WASHINGTON (Reuters) ? Consumer prices fell in October for the first time in four months, taking pressure off strapped households and giving the Federal Reserve more room to ease monetary policy if the economy falters.

For now, economic growth is gaining traction and a separate report on Wednesday showed industrial output rebounded strongly last month as factories ramped up production.

"The consistent theme in the recent flow of economic data has been one of accelerating momentum in economic activity," said Millan Mulraine, a senior macro strategist at TD Securities in New York.

"Nevertheless, the concern for the recovery continues to be about what happens in Europe, as any escalation in the unfolding debt crisis could present a significant obstacle for the economic recovery."

The Labor Department said consumer prices dropped 0.1 percent last month as Americans paid less for new cars and gasoline.

The data reinforces the view that inflation is poised to trend lower following a spike in oil prices earlier in the year. That is seen giving the Fed more room to act if the economy slows.

"The Fed remains intently focused on employment and growth -- and not on inflation," said Jacob Oubina, an economist at RBC Capital Markets in New York.

The drop in prices during October gave a boost to workers whose wages failed to keep up with inflation over the summer, which had led households to save less.

A separate report by the Labor Department showed weekly earnings rose 0.3 percent in October when accounting for inflation.

Stronger incomes could help consumer spending as the year closes, giving the economy a little more momentum as the country braces for a possible recession in Europe that would drag on growth.

Major U.S. stock indexes were lower on worries about Europe's debt problems, while Treasuries prices rose. The dollar was higher against the euro.

HEADWINDS

A storm is gathering over the global economy as Europe struggles to contain a snowballing sovereign debt crisis. The U.S. economy has been gaining steam since the summer, but a blowup of Europe's problems could drag the U.S. back into recession.

A separate report from the Fed showed industrial production rose 0.7 percent last month, beating economists' expectations.

Home builders in the United States grew more optimistic this month but still thought sales conditions were poor, according to the National Association of Home Builders/Wells Fargo Housing Market index released on Wednesday.

"The data is relatively upbeat in the U.S., which contrasts with the situation in Europe," said Omer Esiner, a strategist at Commonwealth Foreign Exchange in Washington.

President Barack Obama urged European leaders to act boldly to stem the crisis as bond market contagion spread throughout the region, while France and Germany clashed over the role of the euro zone's central bank.

The Fed report also showed factory output accelerated in October, rising 0.5 percent on an increase in production of motor vehicles and parts. Even with U.S. factories operating closer to full capacity than at any time since July 2008, there was little sign of inflationary pressures in the factory data.

Also looming over the economic outlook, U.S. lawmakers are debating whether to let tax cuts and some unemployment benefits expire at the end of year, which would drag on growth.

Inflation is expected to fall sharply over the next year.

In the 12 months through October, consumer prices rose 3.5 percent after rising 3.9 percent in the full year through September.

Investors and economists expect that reading will fall to 1.3 percent by November of 2012, the Cleveland Federal Reserve Bank said in a report.

For now though, a measure of prices closely watched by the Federal Reserve remains uncomfortably high.

Prices outside food and energy climbed 0.1 percent in October, pushing the so called core reading for 12-month inflation up to 2.1 percent. The Fed would like that reading to trend at 2 percent or just below.

Still, the headwinds to U.S. growth appear strong enough that the Fed could be forced to act before long.

"At this point it would probably take only a few missteps out of elected Washington or the capitals of Europe before Fed leadership sees the need for more aggressive action," said Michael Feroli, an economist at J.P. Morgan.
