Small Business Lending At Near 4-Year High


* Rising borrowing points to underlying economic strength

* Loan delinquencies ebbing

WASHINGTON, Jan 2 (Reuters) - (Reuters) - Borrowing by small U.S. businesses hit its highest level in nearly four years in November, pointing to underlying strength in the economy.

The Thomson Reuters/PayNet Small Business Lending Index, which measures the overall volume of financing to small businesses, surged 10.2 points to 106.4, the highest level since February 2008. The index was up 18 percent from November 2010.

"We are entering a new phase of the business cycle," said PayNet founder Bill Phelan. "Businesses are betting on the future with increased investment spending."

PayNet tracks borrowing by millions of small U.S. businesses and provides risk-management tools to the commercial lending industry.

The survey adds to other data suggesting the economy gathered momentum in the final three months of 2011, which should help it to better handle the headwinds from the debt crisis in Europe and fights over budget policy in Washington.

Fourth-quarter economic growth is seen exceeding a 3 percent annual pace, an acceleration from 1.8 percent in the third quarter.

The Thomson Reuters/PayNet small business lending index has some leading correlation with gross domestic product, preceding changes in the overall economy by two to five months.

"It (surge in borrowing) tells us there will be growth for at least the next quarter," said Phelan. "There is underlying strength in the economy that is not being reported elsewhere."

While Europe's fiscal troubles appear not to have affected the flow of credit to small businesses, they pose a big threat to the economy's growth prospects in 2012. Added to that is the uncertainty over fiscal policy in the United States.

The survey also found that small businesses are getting better at managing their debt, with loan delinquencies continuing to drop.

Accounts in moderate delinquency, or those behind by 30 days or more, dropped five basis points to 1.50 percent in November. Those behind 90 days or more in payments, or in severe delinquency, slipped 1 basis point to 0.39 percent.

Accounts 180 days or more, or in default and unlikely ever to be paid, fell six basis points to 0.58 percent.

"We are now in this new phase of growth and low risk. The key question is how long is this phase going to last?" said Phelan.

London Hotels Charging Up to 600% More This New Year?s Eve

New Year?s Eve celebrators who want to bid 2011 farewell in London better be prepared for an expensive hotel bill. A new survey compiled by CheapHotels.org has revealed that if they haven?t yet secured a hotel room along the River Thames, London guests may end up paying 600% more than usual this December 31.

The hour hasn?t yet struck midnight in the British capital for those wishing to blow their holiday noisemakers there, though. Fewer than 10% of London hotels have vacancies available, but rooms can still be scored ? for a hefty price.

Of the limited rooms that are currently available, the going rate for an overnight stay on December 31 into January 1st will cost visitors, on average, 115% more than usual, the survey?s analysis found. Some accommodations, however, are taking advantage of last-minute travelers? desperation and are hiking their rates substantially more.

The biggest price gouger is the 2-star Acropolis Hotel in the Hammersmith neighborhood of London. There, a typical ?53 room will cost ?390 on New Year?s Eve, or 635% more. Rates at the Kensington West Hotel have also soared by 533% this December 31. This 2.5-star accommodation that regularly charges ?71 for a room has instituted a year-end price hike of ?450.

The city confines are offering no breaks for deal seekers. Every room located by the survey had a sticker price of ?150 or more. The trendier London neighborhoods like the West End, Knightsbridge, Chelsea and Westminster will cost even more: at least ?250 for the New Year?s Eve night.

Elsewhere in the city, specifically Earl's Court, Paddington and the Excel Exhibition Center area in the east end of London, have posted slightly less expensive rates. There, rooms can be secured for ?200.

One piece of good news is that Baby New Year is smiling upon budget travelers who don?t mind a one-hour tube ride into central London on the Piccadilly Line. Affordable accommodations in London?s outskirts, around Heathrow Airport, are reasonably priced below ?75 this New Year?s Eve.

While fans of Katy Perry and Russell Brand might be surprised by the news of their divorce, those who work in the celebrity world are hardly shocked by the news. Celebrity-news experts say that from the beginning, the pair struck them as an odd couple, despite their equally charming and eccentric personalities.

"From the get-go, I thought they were a sort of odd, mismatched pair," David Caplan, a noted celebrity-news editor who has worked at publications such as People and Star, explained to MTV News. "She's so glamorous, pop and sexy, and he is diametrically not like that. He's a nice and funny guy, and from my encounters with her, I found her to be funny, have a sarcastic edge and a blast, but they weren't a match. Plus, she's more of a partier than he now, so their lifestyles were at odds."

Despite what anyone may have thought or what rumors about the pair were swirling in the lead-up to the announcement, the twosome always seemed intent on denying the reports. "Katy and Russell's split is not a surprise," Caplan said. "It's one of those celeb splits where the writing was on the wall for months, so much so that they denied any marital trouble on 'The Ellen DeGeneres Show' several weeks ago, which is uncommon for celebs to acknowledge tabloids reports.

"But then came news this week that they had a big blowup and spent Christmas apart," he added. "Very far apart — she in Hawaii, and he in London. You don't get much farther apart! Plus, in between 'Ellen' and Christmas, there were multiple reports of them on the rocks. And unlike so many other rumblings about celeb couples on the skids, this was totally true, and they clearly decided not to keep it a secret and just put on a happy front."

However, it seems that as much as they wanted to squelch talk of a breakup, in the end, it all came crashing down. "Katy and Russell's marriage has been under pressure for some time," said Rob Shuter, columnist for HuffPost Celebrity. "I'm surprised Russell did so many interviews denying the troubles. The truth always comes out. When a married couple choose not to spend the holidays together, you know something is up, if they are celebs or just regular folks."

Perry and Brand announced their split Friday, after one year of marriage. While Brand released a statement about the separation, as of press time, Perry had yet to speak about it.

Researchers from Singapore and the UK have jointly announced a new benchmark in broadband, non-linear optical-limiting behavior using single-sheet graphene dispersions in a variety of heavy-atom solvents and film matrices

Single-sheet graphene dispersion when substantially spaced apart in liquid cells or solid film matrices can exhibit novel excited state absorption mechanism that can provide highly effective broadband optical limiting well below the onset of microbubble or microplasma formation.

Graphenes are single sheets of carbon atoms bonded into a hexagonal array. In nature, they tend to stack to give graphite.

In a breakthrough, researchers from the National University of Singapore (NUS), DSO National Laboratories and University of Cambridge have developed a method to prevent the re-stacking of these sheets by attaching alkyl surface chains to them, while retaining the integrity of the nano-graphene pockets on the sheets.

This method in turn produced a material that can be processed in a solution and dispersible into solvents and film matrices. As a consequence, the researchers observed a new phenomenon. They found that the dispersed graphenes exhibit a giant non-linear optical-absorption response to intense nanosecond laser pulses over a wide spectral range with a threshold that was much lower than that found in carbon black suspensions and carbon nanotubes suspensions. This set a new record in energy limiting onset of 10 mJ/cm^2 for a linear transmittance of 70%.

The mechanism for this new phenomenon is outlined in Figure 1 in which the initially delocalized electron-hole gas localizes at high-excitation densities in the presence of heavy atoms, to produce strong absorbing excitons. The resultant excited-state absorption mechanism can be very effective.

These optical limiting materials can now be used for protection of sensitive sensors and devices from laser damage, and for optical circuits. They can be also used in anti-glare treated devices.

The principal investigator of the NUS Organic Nano Device Laboratory's graphene team, Professor Lay-Lay Chua who is also from the NUS Department of Chemistry and Department of Physics, says: "We found from ultrafast spectroscopy measurements that dispersed graphene sheets switch their behavior from induced optical transparency which is well-known, to induced optical absorption depending on its environment. This is a remarkable finding that shows graphene can still surprise!"

The principal investigator of the graphene team at DSO National Laboratories, Professor Geok-Kieng Lim who is also an Adjunct Professor at NUS Department of Physics, says: "This is an important first step in the development of practical graphene nano-composite films for applications where the graphene sheets remain fully dispersed. The induced change in their non-linear optical behavior is amazing and highly practical!"

World rings in 2012 and bids adieu to a tough year (AP)

NEW YORK ? With glittering fireworks and star-studded celebrations from New Zealand to Times Square, the world eagerly welcomed a new year and hope for a better future Saturday, saying goodbye to a year of hurricanes, tsunamis and economic turmoil that many would rather forget.

Revelers in Australia, Asia, Europe and the South Pacific island nation of Samoa, which jumped across the international dateline to be first to celebrate, welcomed 2012 with booming pyrotechnic displays. Fireworks soared and sparked over Moscow's Red Square, crowds on Paris' Champs-Elysees boulevard popped Champagne corks at midnight, and up to a million revelers were expected to jam New York's Times Square for the famed crystal-paneled ball drop.

But many approached the new year with more relief than joy, as people battered by weather disasters, joblessness and economic uncertainty hoped the stroke of midnight would change their fortunes.

"Once the ball drops, I won't give 2011 another thought," said Kyralee Scott, 16, of Jackson, N.J., whose father spent most of the year out of work. "It was a pretty tough year, but God was looking after us and I know 2012 has got to be better."

Some New York revelers, wearing party hats and "2012" glasses, began camping out Saturday morning, even as workers readied bags stuffed with hundreds of balloons and technicians put colored filters on klieg lights. The crowds cheered as workers lit the crystal-paneled ball that drops at midnight Saturday and put it through a test run, 400 feet above the street. The sphere, now decorated with 3,000 Waterford crystal triangles, has been dropping to mark the new year since 1907, long before television made it a U.S. tradition.

As the country prepared for the celebration, glum wasn't on the agenda for many, even those that had a sour year.

"We're hoping the next year will be better," said Becky Martin, a former elementary school teacher who drove from Rockford, Ill., to Times Square after spending a fruitless year trying to find a job. "We're starting off optimistic and hoping it lasts."

Many expressed cautious hope that better times were ahead after a year in which Japan was ravaged by an earthquake and tsunami, hurricanes wreaked havoc across the country and a debt crisis devastated Europe's economy.

"Everybody's suffering. That's why it's so beautiful to be here celebrating something with everybody," said Lisa Nicol, 47, of Melbourne, Australia.

For all of the holiday's bittersweet potential, New York City always treats it like a big party ? albeit one that now takes place under the watchful eye of a massive security force, including more than 1,500 police officers.

Dick Clark, who suffered a stroke in 2004, will be back to help host his namesake New Year's Eve celebration with Ryan Seacrest, featuring performances by Lady Gaga and Justin Bieber. Lady Gaga will then join Mayor Michael Bloomberg to lead the 60-second countdown to the New Year.

In Las Vegas, police planned to shut down a four-mile section of the Strip to vehicle traffic six hours before midnight, letting revelers party in the street. Casino nightclubs touted pricey, exclusive bashes hosted by celebrities including Kim Kardashian and Fergie, and fireworks were expected to shoot from the rooftops of eight of the city's most famous casinos.

Atlanta was welcoming thousands to its downtown, where a giant peach is dropped every New Year's Eve at midnight. Fireworks were to be launched from the top of the Space Needle in Seattle; in Houston, tens of thousands were celebrating at a party with country singer Delbert McClinton.

Miami has its own fruit, The Big Orange, a neon citrus with a new animated face that will rise up the side of a downtown hotel as fireworks go off nearby. The town of Eastport, Maine, will lower an 8-foot-long wooden sardine from a downtown building at midnight, in celebration of its sardine canning and fishing history.

The first worldwide celebrations started in the island nation of Samoa, which hopped across the international date line at midnight on Thursday, skipping Friday and moving instantly to Saturday.

Samoa and the neighboring nation of Tokelau lie near the dateline that zigzags vertically through the Pacific Ocean; both sets of islands decided to realign themselves this year from the Americas side of the line to the Asia side to be more in tune with key trading partners.

In Sydney, more than 1.5 million people watched the shimmering pyrotechnic display designed around the theme "Time to Dream". In London, some 250,000 people gathered to listen to Big Ben chime at the stroke of midnight.

World leaders spoke evoked 2011's struggles in their New Year's messages with some ambivalence.

French President Nicolas Sarkozy warned Europe's crisis is not finished and "that 2012 will be the year full of risks, but also of possibilities."

Pope Benedict XVI marked the end of 2011 with prayers of thanks and said humanity awaits the new year with apprehension but also with hope for a better future.

"We prepare to cross the threshold of 2012, remembering that the Lord watches over us and takes care of us," Benedict said. "In him this evening we want to entrust the entire world. We put into his hands the tragedies of this world of ours and we also offer him the hopes for a better future."

Several people preparing to celebrate the holiday told the AP that they would usher in the New Year hoping the Congress would become a more cooperative place. Some talked about their hopes for the presidential election. Others said they hoped to hold on to their job, or find a new one to replace one they'd lost.

An Associated Press-GfK poll conducted Dec. 8-12 found that 62 percent of Americans are optimistic that the nation's fortunes would improve in 2012, and 78 percent hopeful that their own family would have a better year. Most wrote off 2011 as a dud.

Debbie Hart, 50, of Perry, Ga., called herself the "perpetual optimist" who believes each year will be better than the one before.

"I married a farmer. `Wait until next year. Next year will be better.' That's what I've been hearing for 30 years," said Hart. "I have faith."
