(Reuters) - Years of rummaging through back-alley electronics stores will pay off later this year for a South Korean artist when he fulfills his dream of launching a homemade, basement-built satellite into space.

"Making a satellite is no more difficult than making a cellphone," said Song Hojun, 34, who said he built the $500 OpenSat to show people they could achieve their dreams.

"I believe that not just a satellite, but anything can be made with the help of the Internet and social platforms. I chose a satellite to show that symbolically."

There's a long history of do-it-yourself satellites being launched by universities and scientific groups around the world, as well as amateur radio clubs, but Song said his is the first truly personal satellite designed and financed by an individual.

An engineering student at university, Song regularly incorporated technology into his art pieces. In a work called Apple he used light bulbs that would "ripen" -- change color from green to red when people take photos of it with flashes.

After working as an intern at a private satellite company, he came up with the idea for his "Open Satellite Initiative," which in turn led him to contact space professionals from Slovenia to Paris.

"I'm just an individual, not someone working for big universities, corporations or armies, so they open up to me and easily give out information," said Song.

The bespectacled Song spent nearly six years combing through academic papers, shopping online at sites that specialize in components that can be used for space projects, and rummaging through electronic stores hidden in the back alleys of Seoul.

He ran a small electronics business to support himself, but the bulk of his funds came from his parents.

The cubical OpenSat weighs 1 kg (2.2 lbs) and measures 10 cubic centimeters. It will transmit information about the working status of its battery, the temperature and rotation speed of the satellite's solar panel.

Radio operators will be able to communicate with the satellite. If all goes well, it will repeat a message in Morse code using its LED lights at a set time and location.

The components cost only 500,000 won ($440). But the cost for launching it hit 120 million won after Song signed a contract with NovaNano, a French technology company, which acted as a broker to arrange the launch, including submitting paperwork and finding a rocket.

The satellite will be launched from the Baikonur Cosmodrome in Kazakhstan in December with another satellite.

Song has been invited to talk at international universities and organizations including MIT Media Lab and CalArts, both in the United States, and the Royal College of Art in London.

"The reason why technology or science is talked about is not because it is an absolute truth, but rather because it generates interesting stories," he said. ($1 = 1146.9500 Korean won)

We have were a low-down of the basic info of each race and faction:

Firstly the Obsidian Empire:
There are three races, the Humans: these are the ruleing and noble casts only they get the best jobs and always start as high ranking officers in the army, it is uncomman however to see a human actualy leading an army unless hand picked by the emperor, the Orcs: the brute force and bulk of the empire making up for over 2 thirds of it huge army, they were inducted in the reign of the first empire, Orcs are often used as slavors and enforces due to their brutish nature and strength they are near unparreled in combat. And finnaly the dark elves: these are the slaves of the empire: and rarely the hand picked servents, they are givven no choice in life and givven the worst jobs such as working in quarrys to mine obsidian, they are often used as meat sheilds in war or archers if they can be trusted.
The armour is usualy made from obsidian as are their weapons thus the name was born for their empire, Humans wear a mix of steel and obsidian whilst orcs have a thicker build, dark elves are often givven little more than a sheet to protect them
The dark elves fought compleatly for many generations and are hated through the empire they were found in the time of the first emperor and finaly subjegated at the end of the seconds life
Civilians clothes differ per race: Humans wear fine slik and linen, Orcs wool, and Dark elves cloth made from thistles and died orange
The armys are normaly lead by an orc warchieftens or tribe leaders
The most comman job for Human: noble, orc: enforcer or soldier, Dark elf: slave or worker
The weapons range from axes to sword to hammers and bows
Ages:
Human: 70
Orc: 50
Dark Elf: 30

Next the Dwarves
The three Dwarven factions: The kingdom, run by a royale family and is the most powerful group in the Dwarven factions they use red cloth as their emblem, their armys are lead by nobles or even the princes (of which there are 5). The Regal legion; they are lead by a greedy and power thirsty noble they are secretly in leauge with the Obsidian empire in the hope of gaining power they had been promised a their home city, it can be said that they are the wisest of the factions as the orcs also joined the empire by choice, they use purple cloth as their emblem, their armys are lead by a lesser lord or noble. Finaly the Republic, they are the weakest faction, they are ruled by a coucle of 20, 3 of which are in the pocket of the legion, they use green cloth and mostly support the Kingdom. they wear steel armour like all dwarves, they mostly use axes and sword sometimes bows, they live for over 100 years

And of course
The Stoneskins are an ally of the Dwarves though of which faction they favour is unknown, they use a strange steel armour forged deep in their holds some of which are connected to the dwarven city although it is carved more roughly, it is unknown how long they live for or how they reproduce but dwarven schollars belive that they carve new stoneskin from the rock, they use a mix of rock weapons and their steel mix weapons, all weapons are blunt and use crushing force to win in battle, they are extreamly hard to kill and strong due to the fact they are made of living stone.

And finally
The order of the Golden mantle formed 20 years ago during the early years of the third emperor, they split due to the tryical rule of the empire becoming their sworn enemys they fled, with a small colony of Dark elves who are the only know free ones in the world, into the east to a forest where they found a old abandoned castle, from before the founding of the empire. they rebuilt the castle to make it look more open and friendly to show they are the opposite of the empire but it is still a defensible fortress, the Dark elves formed a village in the woods and have since been calling themselves Wood elves. The Order has a mix of Human and Wood elf soldiers though only Humans chose to become the knights. The knights use swords and axes Wood elves use bows and spears. The knights wear helms with a band of gold built in, the Wood elves have a nugget so not as to weigh them down.
Wood elves live for up to 50 years

so little is known about the Snow Elves and High Elves that what little information there is isn't worth trusting, but it is believed that Snow Elves can live up to 75 years and High Elves can live for over 200 years.

Bagram's lost boys still live in US prison's shadow

During some sleepless nights when his stark bedroom walls remind him too much of his old prison cell in Afghanistan, Jan Sher Khan scans Internet dating sites he had heard about from U.S. soldiers who once guarded him.

The 24-year-old Pakistani never contacts anyone on the dating sites. He does not know how he would tell them he spent more than six years in the U.S. military prison of Bagram after being detained as a 16-year-old and accused of being a suicide bomber.

More than 2,500 juveniles have been detained in Afghanistan, Iraq and Guantanamo Bay by the United States since 2001, according to a U.N. report.

'No proof, nothing'
Most, like Khan, are now free, but many are struggling to rebuild their shattered lives.

"Sometimes I feel like I'm still in prison," said Khan, who, like all foreign prisoners at Bagram, was never charged with a crime.

"They put me in jail for six years. No proof, nothing. I spent my youth behind bars," he said, adding that he and other young detainees were beaten repeatedly during the first few months of their detention.

An American court found two adult detainees had been beaten to death at Bagram in 2002, using techniques similar to those described by Khan.

The U.S. government said such cases of abuse are rare.

"Although there have been substantiated cases of abuse in the past, for which U.S. service members have been held accountable, our enemies also have employed a deliberate campaign of exaggerations and fabrications," said Lt. Col. Todd Breasseale, a spokesman for the Department of Defense in Washington.

"All credible allegations of abuse are thoroughly investigated, and appropriate disciplinary action is taken when those allegations are substantiated," said Breasseale.

U.S. officials in Afghanistan, Pakistan and Washington, contacted by Reuters, all declined to discuss individual cases of Bagram detainees.

Mood swings, headaches
Reuters could not independently verify some aspects of the accounts provided by the detainees interviewed for this story. Journalists are not permitted inside Bagram.

Khan said the abuse he suffered inside Bagram has left him with frequent headaches and mood swings. He said he can no longer concentrate for more than a few minutes.

Khan is seeing a Pakistani army psychologist but his problems and the stigma of being labeled a "terrorist" because of his time in Bagram make it difficult to rebuild his life -- to find a job and eventually a wife.

"All my friends are married. Some have kids. We are not really close any more," said Khan, who wants to marry but fears no woman will have him.

No trials
Foreign prisoners at Bagram have no trials, only review boards staffed by U.S. military officers.

Prisoners do not have the right to see classified evidence against them and are represented by a U.S. military officer, not a civilian lawyer. The boards evaluate evidence against them and whether they might pose a future threat to U.S. forces.

The process falls "severely short of fair trial standards," said Sarah Belal from Justice Project Pakistan, which has filed a case in Pakistan on behalf of some of the families.

The U.S. government says detention is necessary to stop released prisoners from returning to the battlefield. Some have done so, it says.

"Detention in wartime has long been recognized as legitimate under international law. Just as we do with prisoners of war in more traditional armed conflicts, we acknowledge that the threat they pose may change over time," said Breasseale.

A case filed in the United States three years ago by the International Justice Network is challenging the U.S. right to hold foreign prisoners captured abroad indefinitely in Bagram.

Khan said he was told for more than two years that the military review boards were willing to let him go but were waiting for a response from the Pakistani government.

The Pakistani government said they always responded promptly to requests from the United States.

Belal is working on a case in Pakistan to force the Pakistani government to do more to bring its citizens home from Bagram.

Childhoods lost
Khan said he ran away from home as a teenager to escape beatings from his strict military father, who disapproved of his poor grades, his friends and his drinking and smoking.

He said he went to Afghanistan to find a job because he had read about U.S.-funded construction projects there in the news.

But within a week, he said, he was arrested after Afghans made up accusations against him to collect cash for a tip-off.

He said he spent the next six months being beaten by interrogators every few days. Sometimes he was shackled to a chair, other times hung from the ceiling by his ankles.

"Everyone got the treatment. It was just -- is it going to be for one month or for six months?" Khan recalled. "They asked me stupid questions, like 'where is Osama bin Laden?'. I said, 'I'm 16. You think he is going to meet me?'"

Khan was eventually moved from his single cell to the general prison population and the beatings stopped. He was freed last year. A Red Cross spokesman confirmed the organization flew him back to his hometown of Peshawar in Pakistan.

Local Pakistani security services are now frequent callers at his parents' house. Neighbors shun him. No one wants trouble with the intelligence services.

'I was innocent. ... I lost everything'
Pakistani Kamil Shah said he was detained in 2004 at the age of 16, shortly after crossing the Afghanistan/Pakistan border with a sick friend needing medical help. He was held for five years in Bagram, without charge, until his release in 2009.

"They said I was a Talib. They said you will be here forever," he said down a crackly phone line from northern Pakistan. Khan confirmed Shah was in Bagram when he was there.

Shah also said he was eventually freed after he learned enough English to speak directly to his U.S. interrogators and convince them he was telling the truth.

U.S. soldiers also told him several times they were willing to release him but were awaiting a response from Pakistan, he said.

"I was innocent. I lost my education. I lost everything," said Shah, who had three years until his high school graduation when he was detained.

Shah said he was beaten in the first months of detention.

"Clearly in the early days there was ongoing torture at Bagram," said Andrea Prasow, a senior counter terrorism counsel from the New York-based Human Rights Watch. But the situation had improved, she said.

"Since detainees were moved to a new prison by the Obama administration (in late 2009), we haven't heard credible accusations of mistreatment at that level."

Conditions at Bagram are monitored by the International Committee of the Red Cross. But their reports are not public.

"The ICRC ... shares its concern according to international law with the detaining authorities," said Robin Waudo, the organization's Kabul-based spokesman.

Uncertain future
U.S. officials say no decision has yet been reached on what will happen to the 50-plus foreign prisoners in Bagram, half of them Pakistani, when the United States hands full control of the prison to the Afghan government in September.

Pakistani government court documents lodged in Lahore High Court and dated December 2011 say there are still three juveniles inside Bagram, one aged 15 and two aged 16.

An adult and the 15-year-old, Mohammad Tayyab, though cleared for release by both the United States and Pakistan, are still being held because they have no exit visas, a Pakistani government official said.

U.S. authorities say they are aware of only one juvenile prisoner, aged 17, and no child prisoners.

Some prisoners, like Hamidullah Khan, were arrested as children and have grown up behind bars.

Hamidullah vanished in 2008 after his father sent him to collect the family's belongings from their village near the border. On his way home he telephoned from a bus stop, but the next thing his family knew, he was in Bagram.

A Pakistani government memo says he was captured in Khost province in Afghanistan for "attacks on coalition forces" but gives no details.

"Why don't they tell us what he has done?" asked his father Wakeel Khan, a former soldier now barely making a living as a security guard. "If he is guilty, I will kill him myself," he said gruffly, as his other sons silently looked on.

More than 300 children were recruited as fighters in Afghanistan in 2011, according to a U.N. report on children and armed conflict. The youngest was an 8-year-old girl. But Hamidullah's family say he had no interest in the insurgency.

The Red Cross recently set up monthly video calls between Hamidullah and his family. If he mentions conditions in Bagram or his arrest, the lines are cut.

While Hamidullah has been detained, his mother Din Rozen has been fasting from sunrise to sunset, believing her suffering strengthens her prayers for her son to come home before she loses her sight due to cataracts.

"He's my child ... Who is taking care of him now?," cried Din Rozen, using her headscarf to dab away tears.

Bing imposes cuts to Detroit union pay, benefits after Council rejection

Detroit? Calling it "a tough day for all Detroiters," Mayor Dave Bing today announced he has imposed sweeping cuts to city unions as required by the state under its consent agreement to restructure the city's finances.

The swift decision by Bing comes one day after the City Council voted 5-4 to reject the cuts. The changes, which have angered union leaders and members who have flooded council hearings, are expected to save the city $102 million.

"This is a tough day for me, a tough day for city workers and a tough day for all Detroiters," Bing said in a news conference. "However, it's a necessary day."

The mayor said the decision, although arduous for him and his administration, was the only choice because the city was spending $150 million a year in excess of cash received and the "difference was covered by annual multi-million dollar borrowing."

"The city can no longer borrow hoping to cover the deficit spending," he said. "Without action, the city will simply shut down."

At least one union leader says he's not surprised, and the issue will go to court.

"I'm not surprised, but I don't think it will hold up," said Greg Murray, vice president of the Senior Accountants, Analysts and Appraisers Association.

"It violates the state constitution (and) various statues of the (Public Employees Relations Act) that are still in effect. Quickness to do it is another example of (Bing's) mean-spiritedness. This will have to be resolved in the courts and we'll see how that plays out."

Bing praised the four council members ? Council President Pro Tem Gary Brown and members Kenneth Cockrel Jr., James Tate and Saunteel Jenkins ? who voted for the measure. He said those who opposed the measure ? Council President Charles Pugh and members Brenda Jones, JoAnn Watson, Kwame Kenyatta and Andre Spivey ? "are not concerned about the financial stability of the city."

William "Kriss" Andrews, the city's new program manager, said the city will inform the affected unions today about the cuts. The implementation of the wage reduction will be done over the next three or four weeks and the health care changes will take somewhat longer, he said.

The changes will affect unions whose contracts have expired, or about 35 out of the city's 48 unions. It does not affect unions such as those with the Detroit Department of Transportation that receive some federal dollars, city officials said.

Bing said he expects there will be legal challenges to the move, but added, "I think it would be the wrong thing for us to do and sit back and do nothing. We have to act and we have to act now."

Jack Martin, the mayor's chief financial officer also hired under the consent agreement with the state, said he knows the city's decision is "painful on our employees" but city officials must make these changes to save Detroit from running out of cash.

"But this allows us to fix the problem in an orderly manner," he said. "If we do nothing, there will be chaos."

The mayor said he didn't feel like he betrayed the unions when he had to return to the unions to ask for more cuts after agreeing to what he termed at the time "landmark" concessions last spring. The state, he said today, wouldn't accept the terms ? especially in the areas of work rules ? and the unions knew he was in a tough spot.

"None of us, not me or anyone in my administration, takes any pleasure in this decision," Bing said. "I know this represents a hardship and sacrifice for many city workers. But as I've said before, I must make the decisions for all Detroiters."
